Nell Irvin Painter – The South’s Progress

White Southerners showed extra sensitivity about their state’s failure to attract large numbers of European immigrants, whose presence indicated industry and modernity in post war American thinking. Accordingly, the South’s inability to draw Europeans proved its backwardness and misgovernment in comparison to the immigrant rich North and West. White Southerners could hardly deny what everybody knew – that the South was backward – but they blamed Blacks for keeping away progress and sturdy, industrious Europeans.
