In contrast to the situation in Kansas, St. Louis officials discouraged the Exodusters whenever possible. Early on, Mayor Henry Overstolz moved to prevent steamboats from bringing Exodusters to the city; he threatened to enforce an ordinance fining any person up to $300 for bringing a pauper into the city. The Federal Civil Rights Act of 1875 governing common carriers prevented the enforcement of the statute, however.26
